HUMAN RESOURCE DEVELOPMENT IN AGRICULTURE
Human Resource Development is an
important factor in capacity building and improving the overall efficiency of
functionaries involved in implementation, monitoring, evaluation, research and
extension programmes. Training is a major component of Human Resource
Development. Systematic training, planning, management and its implementation by
making best utilization of resources available within the country helps in
bringing about desirable changes in knowledge and upgrade skills of extension
functionaries associated with the process of agriculture development. The
training infrastructure has been created to meet out the training requirements
of all levels of extension functionaries, farm youth and farmwomen. Looking into
the importance of training in capacity building of extension experts and
farmers, this scheme is selected for the strengthening of extension services and
dissemination of agricultural technology to the farming community.
The public research extension systems have played a
major role in increasing agricultural production. In order to achieve such
objectives conduct of seminars / workshops, conduct of training programmes &
field demonstration to selected local farmers, presentation of awards for
agricultural activities by the farmers, Printing & publishing of literature and
procurement of extension aids have been included in this scheme.
The Agricultural Extension set up in the department
at present is very weak and hence to overcome this, there is a need to assess
the state training needs and to sensitize the officers of the department. Hence
it is suggested that training experts from the Research Institutions / KAU /
KVKs will be invited to impart training to the staff of the department & local
farmers.
KVK Lakshadweep being
the part
and parcel of Department of Agriculture, is the nodal Institute for
imparting training, conducting FLDs & OFTs. Provision has been made to assist KVK financially. Hence a component financial support to KVK also proposed in the
scheme.
